United States of America, (also known as the United States, the U.S., the U.S.A., and America) is the country in North America in which (almost exclusively in New York City) Max Payne's story unfolds.
The government[edit | edit source]
In 1991, during the Gulf War, the U.S. Government was involved in a military program designed to create "super soldiers." To achieve this, it began the Project Valhalla - the testing of the performance-enhancing drug which came to be known as valkyr.
In 1995, however, the drug was deemed unsatisfactory for their purposes and the program was shut down. The head of the Aesir Corporation, Nicole Horne, continued unauthorized experimentation of the drug and eventually began to market it to the drug lords of New York City - such as Punchinello underboss Jack Lupino - for profit.
