The United States of America, (also known as the United States, the U.S., the U.S.A., and generally, America) is a country in North America in which (almost exclusively in New York City) Max Payne's story unfolds.

Max Payne was born in the United States in 1965. His father, Jack Payne served in the country's armed forces during the Vietnam War and was present during the war's Tet Offensive. Max known to have lived in both New York City, and New Jersey. Some time up to at least 1998, Payne lived in a suburban home in N.J. with his wife and daughter. It is unknown in which part of the country Max resided after his family's murders, though by 2003, Max lived in an apartment in New York, and later up to late 2011, had moved to an apartment in Hoboken, New Jersey. Following a conflict withorganized criminals in Hoboken, Max takes up Raul Passos' job offer to work abroad and flees the United States.
Government[]
In 1991, during the Gulf War, the U.S. Government was involved in a military program designed to create "super soldiers." To achieve this, it began Project Valhalla; the testing of the performance-enhancing drug which came to be known as valkyr.
In 1995, however, the drug was deemed unsatisfactory for their purposes and the program was shut down. The head of the Aesir Corporation, Nicole Horne, continued unauthorized experimentation of the drug and eventually began to market it to the drug lords of New York City such as Punchinello underboss Jack Lupino, for profit.

Behind the scenes[]
- The first two Max Payne games are set in the United States and feature two locations: New York City and the state of New Jersey (only in one chapter - the prologue of the first game). The storyline of Max Payne 3 is set in São Paulo, Brazil, although two flashback chapters are set in Hoboken.
- The Max Payne 3 tie-in comics depict Payne's earlier life as well as his residence in Hoboken, New Jersey.
